Object locks are applied for a reason. Your boss's boss just needs to
be slapped into sensibility (as hysterical people are slapped into
sensibility) and shown why what he wants is dangerous. Yet another
example of the instant gratification wanted by modern society. I'd be
very surprised if he could gratify his desire on any system.
Having said that, you might want to investigate:

which says it can accomplish his desire. It does so by copying the
existing object lock information, removing that information so the OS
thinks no locks exist, and then re-applies the lock information after
the desired change. Even though I know the author of this tool I would
not use it in a production environment. As I said above, locks are in
place for a reason--learn to live with them.
