Look to see if there's a similar command (maybe it's called "passive" or "sendpasv" or something like that). If not, it probably means that the FTP client you're using does not support passive mode.

The command-line FTP client provided with Windows is an example of one that does not support passive mode.

Try using a different client in that case. NCFTP is available for free, I haven't tried it on Windows (only on FreeBSD) but it should work (make sure you download the client that's compiled for windows... they have versions for every OS, and they have both client and server)
