Another thing to consider is that the data may be totally laid out
different.
That's a good point. There's always a place for hope, but it rarely works out to license a new database and connect existing applications to it without major rewrite - especially when the new database is on a different platform.
So when a new package does, say 80% of what you need, then you may want to add what it would cost to develop the other 60% from scratch, just to be safe.
Wait, 80% + 60% = 140%. Is that right? Well, just to be safe.
