Thanks for responding. I dropped the multi-member idea, and added a fiscal-year column to the table . I use SQL too, and acknowledge some of the challenges.

My next question pertains more to the Finance department. Budget details includes the following columns:

Description
Amount
Note
Updated By (user profile)

And those elements are keyed by Year, Entity (Police Department, for example), Account (Fuel for Vehicles, for example), and Item Sequence Number (entered by user). See bottom screen shot:

Later, when I get into recording actual transactions against accounts, I plan on enabling users to reference budget line items during transaction entry.

Given the requirement to do line-item budgeting, am I inadvertently omitting something?
