I have no idea what might be happening.

I dial in to a v4r2 box, and have done so successfully for some time. Today the modem would not connect and then in the middle of the afternoon I dialed in and didn't connect but every client access screen went blank and could not reconnect. The only way they could figure out to fix it was to ipl it.
Any suggestions?

Someone has been moving cables and plugged a phone cable into a switch somehow...

Internal or External Modem? Async or SDLC connection? After the IPL what was in QHST for the time this happened?
