I think you can just create an ASYNC controller and specify a target
phone number (which for this purpose could just be a regular voice
phone) and vary it on, and the call will be initiated. Depending on
what it's going through, you may want a comma(?) after the 9 to insert
a two-second(?) delay before dialing the number. (It's been a long
time since I worked with dial-up on the i.)
