Tim,
It has little to do with the number of users and sessions
(especially if they are idle) it has to do with what they are doing. For
example, I can have 20 people doing very simple tasks, which use almost no
CPU and that doesn't hit the interactive wall, but I can have just ONE user
who is running batch jobs interactively, running a query, or anything else
which is very CPU intensive and being run interactively, and that will hit
the governor.
You are best to run the performance monitor to determine what is causing
this. It might be one user ruining the performance for everyone, or you
might have an application that needs to be redesigned to better utilize the
resources of your machine. If you have a machine with a governor, you
should look at some of the new machines with the new promotions as they are
very attractive.

How can I be sure that that is the case? I need to show management what this
issue is and make suggestions how to resolve them. If 10 users open up 40
session, even if the sessions are not used, could this cause the problem?
I want to make sure its not a program loop or something.

Shouldn't need the Performance Monitor for that. You're running too
many terminal/emulator sessions. Some other things can trigger this
message but they're uncommon in today's environments.
