What version/release of OS/400 or i5/OS do you have running?
Do you have 5722-PT1 Performance Tools installed? (GO LICPGM, then take
option 10 to find out).
Try this Redbook, for starters:

Pages 11 and 14 have specific recommendations dealing with
"interactive capacity" issues.
If you have 5722-PT1, you can type "GO PERFORM" on any command line and
get to the Performance Tools menu.
From there, you will see options like this:
