*SCS is fine.

The print writer job has to be able to find the overlay. The print
writer job likely does not have all the libraries in its library list
that the job that creates the spool file has.

Also be sure that your overlay fits within the page size and rotation of
your spool file.

Check the job log of the print writer job for messages. If the overlay
can't be found or the overlay is dropped because it doesn't fit the page
and rotation, there will be messages in the print writer job log.

I do that, but then overlay won't print. Doesn't the spool file have to
be an *AFPDS type not *SCS. Or am I missing something?
