The ultimate goal here is to create a PDF file (with our colored
letterhead) that gets emailed to the customer.


This is just an idea. Generate an HTML stream file instead of a spool file. Insert page-breaks with .CSS attributes. Bring it up in a browser. Print to a PDF writer.

I've actually done this. CSS styling / colors are output to PDF with no problem. But it does involve a manual step of printing from the browser to a PDF file.
