could potentially write software that uses it for permanent,

I would delete anything in the folder that's older than your most
recent IPL. You can potentially delete stuff that's newer than that,
but you should make sure no active program is still using them (which
is harder to do, unless you're comfortable with everything your
programs do...)

Check out the Qshell "clrtmp" utility to assist in emptying the /tmp
directory:
