But there are too many vowels there.
Vowels are kept when removing them would leave too few characters to
make any sense e.g., DTAARA.
Historical, possibly apocryphal, story goes that 3 character
abbreviations are used because they are less likely to result in
potentially offensive words--example supplied was Create Application
gives CRAP. In the IBM of the 70's that would have been an offensive
word. In this part of the world it's just a common four-letter word
(like love and hate).
