If you are talking about the QSTRUPJD job that runs in the controlling
subsystem when the IPL completes (it technically is not part of the
IPL), yes, like any job, it can use a QTEMP library.

Out of a little more than idle curiosity, is QTEMP available during IPL?
I want to put a function in our IPL startup procedure, and I would
prefer creating the files and user spaces in QTEMP so that I didn't have
to bother with even thinking about whether or not they already existed.
