A hardware VPN would be fine. I worked at a place with DSL a few years ago, we put in a LinkSys VPN router behind the DSL modem. You will need some kind of client for your remote people - might be able to just use Windows' VPN setup, or Netgear might have a client - their manual will tell you what to do. You probably don't need your remotes to get their own VPN router.
