Your code and structures match the documentation. The only thing
wrong is you are specifying unsigned integers. Unless the API
documentation specifically says BINARY(n) UNSIGNED then you should
use signed values.
Show me the C definition for the API prototype and structures. Given
that QtmsCreateSendEmail() is a procedure it is always possible that
it's been written with C assumptions instead of as a proper API.
