Vern got it. CCSID's in the user profile with a default to *SYSVAL. That
makes sense as then it wouldn't be subsystem dependent as it would if it
was in routing entry or class.
Translation really depends on the CCSIDs of the source and target file.
The CRTPF default for CCSID is *JOBD. So when OP created the target file
in QTEMP it probably picked up the CCSID from the job, which probably
picked it up from the user profile. Somewhere around V5R3 the defaults
changed so if the CCSID of either source or target is 66535, no
translation is done.
