I'm not 100% sure, but I don't think 'start' is a real program ... it's just a command line command. The way STRPCCMD invokes a program is to run the program specified in the PCCMD parameter. Since start isn't a real program, it has nothing to run. What's probably happening, when you try to invoke it with STRPCCMD, is that an error indicating that the program "start" could not be found is displayed and then control returns to the green screen.
