Check the printer writer job log for messages.

You might want to check the resolution of the overlay vs. what the
printer can handle. It's easy to create a 600 dpi overlay and try to
print it to a 240dpi printer. There's a setting (fidelity?) somewhere
in the printer DEVD/WTR/WSCT(?) that controls rather the printer is
allowed to printer a document that specifies another resolution. By
default the answer is *NO.

The report can be printed WITHOUT an overlay, but when I attempt to print
the report WITH an overlay, the status of the spool is PND, and nothing I
try seems to budge it.
My assumption is that its got to be the overlay.
