Also, to start the administration server, its the same STRTCPSVR, *HTTP,
then *ADMIN for the instance. Then it's http://someaddr:2001/. You will be
prompted for a QSECOFR-privileged (or other godlike) user.

If you mean Apache web server, prompt STRTCPSVR, server type *HTTP, and
server instance APACHEDFT.
Other thing to look at is netstat (I think that's the i5 command, that's
what it's called in Windows and *NIX) and see if port 80 (the default HTTP
port) is listening.

(My end goal is to place a web application on the i5.)
