In the GO LICPGM, option 50, go back to when you installed the OS.
Start looking forward from there. There should be a line that says
something like "(INZSYS) Initialization of system is complete."
If it is, and you have verified all the PTFS are installed, I would be
on the phone with IBM.
If its not there, I would still be on the phone with IBM and asking if
that's the cause of your problem.
You have reached the limit of my problem analysis!

The last thing that comes to mind, is did the INZSYS complete?

How many times have you IPL'd? During a release install with
onethere are at least three if I remember V5R3 correctly.
I would guess three but I am not sure so have just started another
mailing(manual)
