If you type in FAXC708 at the search in the far top right at
http://www-304.ibm.com/systems/support/supportsite.wss/brandmain?brandind=5000027
you will get a list of suggested PTF's and see also the APARs, etc.

Start with that and keep us posted. I think I had to put on a MF* ptf or
two for this product.
Also, when I do a DSPPTF 5798FAX I see:

Select V5R4 and fax
In the small print the recommened PTF's state that it is assumed that you
are running the latest cume and various groups.

All of my V5R4 fax issues have reached their 28 day close and gone.

By internal, you do not mean that huge card that doesn't even fit into
most of the newer hardware and was obsoleted some years ago, right?
