Commands may exist in previous-release QSYSxxxx libraries, but they are only there for compile-time checking. They don't necessarily _work_ since the command-processing programs often don't exist. A CL program will compile when those commands are referenced during compile; but the program will fail during execution if the commands don't have the programs that they refer to.

However, if you are actively investigating a strong move towards QM, you might consider installing the full SQL product. You should be able to use it during its grace-period in order to explore everything that QM offers. AFAIK, you don't need a license just for installing and evaluating SQL interfaces.

Further, if you do create QM queries and QM forms, they'll continue to work even after the SQL grace-period expires. In a practical sense, the expiration is for the various "user interfaces" rather than for all of the functions behind the interfaces. You might have to go into the source "manually" later if you eventually need to make changes and haven't obtained a license. Making such changes might at least be easier if you have the 'real source'.
