IMO it's pretty simple ... Broke means the application no longer
does what it was designed to do.

If an application no longer performs the function that the
business requires ... then it's broken. If it works as designed
and performs the functions the business requires, then it ain't broke.

I have to jump in and try to clarify this.
Broke means it no longer works as designed.

If an application works as designed, but it doesn't fit the business
requirements, it's not broken, it's simply not the right tool for the job.
Either it needs to be enhanced to fit these requirements, or it need to be
replaced.
