In your original post you said you " want to allow one of our partners to connect to a DB2 database file located on our iSeries, using SSL, to write records". This doesn't sound like an ftp process, but I'm no ftp expert.
ODBC set-up (Windows Control Panel...Administrative Tools...ODBC...) has an option to allow the connection using SSL. Define your ODBC connection, there is a "Connection Options..." button. The SSL option is towards the bottom (Windows XP).
