Everyone that authenticates against IBM i counts as an user. It does
not matter if that user uses 5250, an IBM i user profile, or another
user profile provided e.G. by the application (can be typical for web

based on concurrent use. Licensing is not enforced by technology.

If you have external users (partners, customers, or any other users).
you can purchase an external connector license for a flat fee.
Internal users must always be licensed on a concurrent access basis.

There is one situation that is rather unclear: automated access (e.G.
by batchjobs from other systems).
