You could report it via iSociety's Requirements section (http://isociety.common.org/). This is really intended for things equivalent to DCR's, but it is the only way that I know of to make an end run since one does not have to have an SWMA to use it. You do have to register at iSociety, but that's free.
Not exactly what I think you are asking for, but it is all that I can come up with.

I have found a defect in Rexx on OS/400. I have a test case to prove
it. It appears to have been broken for ever. It's slightly obscure. I
don't want a PTF for the problem. I do want to inform IBM (Rochester)
so it can be tracked, prioritised, and fixed in a future release. How
can I do that if I don't have a current Software Maintenance
Agreement (or whatever it's called now)?
I tried reporting it "Using the Internet" as described on:

via the Software Service Request link but that just got me a call
from IBM Support saying I wasn't current on maintenance and they
couldn't help.
