I had a similar problem a few months ago, and updating to the latest group PTF for the HTTP server solved the problem.

However, if you're looking for diagnostics, I'd look for the following:

a) Messages in QSYSOPR
b) Job logs in the spool
c) Log files in /qibm/userdata/httpa and/or /qibm/proddata/httpa

IBM software support has a tool called "httpAdmincollector" that will scour your system for issues related to the HTTP *ADMIN instance as well... so if all fails, contact support...
