Maybe you could use the Accept Software Agreement (QLPACAGR) API
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/index.jsp?topic=/apis/qlpacagr.htm

to pre-accept the licenses.

Generate list from 1 1=Distribution media
Optical device . . . OPTVRT01
Target Release . . . V6R1M0
Work with software agreements
5=Display on each
F15=Accept all
(repeat as necessary)
VFYIMGCLG IMGCLG(V6R1) SORT(*YES)
CPCBC20 - Image catalog V6R1, type *UPGRADE verified.
