Yes, ENCRYPT_TDES SQL built-in became available with V5R4.
Not sure what problems you're running into with Qc3DecryptData api (if
that's what you're using), but google Carsten Flensburg and TDES. IIRC, he
wrote a series of articles on using encryption on the IBM i.
