Problem solved - I wasn't trimming the IFS filename when creating the file,
so the filename was padded out to 256 bytes with blanks.

Always the little things, forget to declare something as VARYING..

Assuming authority is ok, the only thing I can think of is a bug in the
program that created the file
which cause invalid and unprintable characters to be part of the name.

Try using
mget *

If you can get the files, then there's unprintable characters in the name.

something - the program which creates them is owned by QSECOFR and runs
under adopted authority (shop standard).
