With the exception of JAVA (I do not know it and the learning curve is
too
steep for this project), what would you recommend for the browser
interface.

Why do you say that? Seriously? Yes, if you want to do all sorts of nice
fancy things with SOA and WAS and EJB and this and that then you've got
a lot to learn, but you don't _have_ to use all that. Java (more
specifically JSP) can be rather simple to use provided you know HTML,
and you'll have to know HTML no matter what approach you take.

Take a drive up 110 this evening and stop at Barnes & Noble, get a Venti
Iced Latte and grab 5 different "JSP in 21 days" books from the shelf.
In a couple of hours you'll know what you need to know. Then you can
reward yourself with a nice scoop from Coldstone around the corner. :)
