It's true that CGI and web services are not the same thing. However, CGI can be used to implement a web service.

Saying "CGI <> Web Services" is much like saying "RPG <> ERP Package". It's true. If you're looking to buy an ERP solution, but you go out and buy an RPG compiler, you've probably made the wrong choice. However, if you're looking to WRITE an ERP package, the RPG language might be a viable choice.

CGI can be used to implement a web service. You can write a program that receives a SOAP document, or REST parameters (as a URL encoded string). Gets the needed input from them and processes it. Then writes back the XML response. That's what a web service does, and it can certainly be done in CGI.

Granted, it's be EASIER to do it with another technology, such as J2EE or PHP... but it's certainly POSSIBLE to do it with CGI.
