Scott and several others have posted code that uses C rand() and srand(). This ought to be somewhat portable across all platforms. Here's one http://archive.midrange.com/rpg400-l/200104/msg00589.html

These are standard C library routines, and ought to have enough provenance to get you going without having to try to make your own algorithm.
