Well, i work for an IBM BP, and i can tell you that 4 weeks for a
software delivery can be perfectly normal. IBM takes very long when it
comes to actually delivering stuff. The bill usually appears before
the material arrives.
You have the same problem when ordering a new machine and ordering
software on that machine - you might receive the machine after month,
but it will take you one or two weeks with the key center to get all
the software keys you ordered.
