AFAIK, when you compile to V5R1 or higher, it doesn't matter if you ask to remove "all" or not. Sufficient creation data is going to be retained anyway. I believe that this is true for OPM and ILE. (For ILE, I _think_ that this applies if all modules are compiled V5R1 or higher.)
