I am not sure what the SA0757 reference was -- as a token for an APAR, it is missing a byte. References to SA14657 & SA20800 would be expected instead.

Regardless, those *PGM objects were delivered as "New Function" with the two APAR and each respective PTF in V2. As new function PTFs having delivered new objects as part of the operating system, those new program objects should have been deleted as part of /obsolete-object/ processing for some supported upgrade _since_ V2R1M#. Either that did not happen, or some user action overrode that action; e.g. an explicit restore, which could be in the DSPOBJD for *FULL detail. From a cursory review of the obsolete object processing on v2r2m0 and v2r3m0, it appears it is/was a *defect* that those objects were never deleted -- because the /source/ for each of those objects _was eliminated_ from the following releases.

SA14657 5738SS1 CLOSED 1991/04/08 v2r1m0 NF
SF06670 5738SS1 CLOSED v2r1m0 COR 1000

SA20800 5738SS1 CLOSED 1992/01/15 v2R1m1 NF
SF09023 5738SS1 CLOSED v2r1m1 PER 2041

OSP-UPGRADE-UNPRED 9406 BXX TO DXX RECONFIGURATION TOOL
_PROBLEM SUMMARY:_
THIS PTF WAS GENERATED AS A TOOL TO ASSIST IN YOUR 9406 MODEL
BXX TO MODEL DXX SYSTEM HARDWARE UPGRADE PROCESS. IN UPGRADING
TO VERSION 2 HARDWARE THERE ARE SOME CONFIGURATION CHANGES THAT
NEED TO BE MANAGED.
THE NEW HARDWARE CARDS BEING ADDED OR REPLACING OLD CARDS
WILL HAVE DIFFERENT TYPE, MODEL, AND SERIAL NUMBERS. THE
AS/400 WILL TREAT THESE CARDS AS NEW RESOURCES AND ASSIGN
THEM NEW RESOURCE NAMES. THIS WILL CAUSE A MISMATCHING OF
NEW RESOURCE NAMES AND THE RESOURCE NAMES REFERRED TO BY
EXISTING CONFIGURATION OBJECTS (OLD RESOURCE NAMES). AS A
RESULT SOME LINE, CONTROLLER, AND DEVICE CONFIGURATION
DESCRIPTIONS WILL BECOME UNUSABLE. THIS HARDWARE UPGRADE
PTF WAS CREATED TO ASSIST YOU BY CHANGING YOUR LINE,
CONTROLLER, AND DEVICE CONFIGURATION DESCRIPTIONS BASED ON
YOUR INPUT.
_PROBLEM CONCLUSION:_
SEE SPECIAL INSTRUCTIONS FOR DETAILS.

<<SNIP; same as above APAR>>
_PROBLEM CONCLUSION:_

THIS PTF.

Thus as the Japanese text suggests, the programs can be deleted, because apparently they were never meant to survive on follow-on releases. They could not make the jump from CISC to RISC; they will similarly remain unsupported on the newest RISC releases.

FWiW: Apparently the Compiler PASSX designated the PASCAL compiler

Presumably CALL QDCUPF ('20BYTESAND10BYTESTXT' '10MOREBYTE') would fail, stating the program can not be converted.

If you open a PMR with IBM, they could document this in an APAR and/or a KB item since [apparently] others might see the same concern -- of course now there is probably sufficient doc for anyone to find it on the internet.
