I'd start by searching the midrange.com archives. Search for "403
Forbidden" or "403 Authority" in the Midrange-L and WEB400 archives and
you will find all sorts of information. A Google search will also
provide a lot of useful information.
Assuming your configuration file is setup correctly it sounds like the
user profiles QTMHHTTP and/or QMTHHTP1 don't have authority to the
directory your cgi programs are being served from or the program
CUSTCGI.
I suggest looking into using a CGI development toolkit if you plan on
using RPG and CGI.

one issue, I can't get the CGI example to work. I keep getting a 403
error:
You do not have permission to access /cgi-bin/CUSTCGI.PGM on this
server.
Any thoughts?
