thought the OP was confused with WRKQRY. STRQRY comes with the base OS

with neither ST1 nor QU1 and it has STRQRY. I just NEVER use STRQRY.

STRQRY doesn't list anything worthwhile without QU1 installed - i
figured that the OP meant that.

Actually, i'm in neither camp (not a developer). I just knew from our
internal docs and requirements that running SQL from all the various
i5/OS programming languages does not require ST1 - didn't know all the
details you mentioned.
