Well, %XLATE isn't CCSID aware ... so we would have to call an API (a
wrapped version of iconv, in our case) to do the conversion.

At this point I think we're going to just go with a duplicated field.

Because all access to this file is gated through a service program, if
we need to change the implementation at at later date, it won't be hard.
