My understanding is is that they are. I have had my head in development projects for the past couple of months so I haven't had time to poke around in the IBM Business Partner website to see what is new. I pulled most of the stuff I posted from various PowerPoint presentations that IBM has given to BP's over the past year.

Compliance won't be automated for quite some time. All of this would be devilishly difficult to programmatically handle. But IBM reserves the right to audit your license compliance and I would expect that process would be a manual one for the time being.
