The outq cannot be attached to a writer as in a remote writer, if it is them you cannot change the IP address. You will need to end the remote writer and then cahnge the IP address and then start the remote writer.

It may be that you are signed on with a user-id that lacks certain privileges with respect to the OUTQ, like being an owner of the OUTQ.
It may be that you need to have special security authoritiy *IOCONFIG to make some changes.
