Just to get started, but have you looked at iNav, "File Systems"? Then,
following your scheme, the users might have
//system/root/home/user/share
And they could open up the security on "share" to allow others to, well,
here's more of an example
//system/root/home/user/share/readwrite
//system/root/home/user/share/readonly
and they could change the authority for *PUBLIC on readwrite and readonly.
They might have multiple subdirectories, like
//system/root/home/user/share/boss
//system/root/home/user/share/ProjectXYZ
and setup the authority appropriately.
