Kind of a nit pick, so only in an attempt to clarify [yet surely to further confuse some unfamiliar with the naming options], I will respond with...
Effectively. But if library.FILE1 naming is allowed, then it would not be a library-list issue, but instead an issue with a specific library due to NAMING(*SQL). That naming would have the unqualified file name FILE1, being searched and found in the library name matching the authorization ID; i.e. the name of the user performing the SQL, due to an implicit SET CURRENT SCHEMA USER
To further confuse, if the SET CURRENT SCHEMA aLibrary had been issued, then that library aLibrary instead. And in that case, that named library would be used, irrespective of the specified NAMING().
