Shannon,

Everything is considered "Reg Fee" (i.e., income).  If COMMON incurs a 
penalty because all of the rooms in the block were not used, that means 
they have to pay the hotel (in this case, Opryland) the penalty (i.e., 
expense) out of income.  It's a pretty simply accounting entry.
