You can use the SENDPASV subcommand. SENDPASV 0 sets port or active mode, SENPASV 1 sets passive mode, the default on the iSeries is passive.
If you want to change the default for all ftp client sessions on the system use this command:
CRTDTAARA DTAARA(QUSRSYS/QTMFTPPASV) TYPE(*LGL) AUT(*USE), if you delete this data area the default goes back to passive.
