You're confusing WINS with DNS. WINS is for Windows Networking, it maintains a list of all of the Windows computers on the LAN so you can browse them with "My Network Places" (Network Neighborhood). Rexec doesn't use WINS, as it's not part of Windows Networking.

DNS is a what you'd use to convert your host names into IP addresses and vice-versa. (This is used by all TCP/IP applications.)
