My "view" file has a CCSID 13488, and the machine's CCSID is 65535. I placed
a CHGJOB CCSID(37) into my CL program, and things began working.

There are 203 PTF's for V5R3 regarding CPYTOIMPF listed at

IBM went totally bonkers with CPYTOIMPF and CCSIDs at V5R3 and above.
Pretty much said so in the V5R3 Memo to Users. It got so bad we stopped
using the command and wrote our own programs using Scott's IFS tutorial.
Actually performs better and gives us more granularity to handle
exceptions.
