If you are truly worried about not having enough juice, then consider
changing the system value QPWRRSTIPL to not automatically IPL after power
is restored.

Perhaps a modification of QSTRUP. If you detect low battery stop trying
to start the rest of the system. Either follow the logic in that program
to come up in restricted state, or power back down again "IF" system value
QIPLSTS says that this IPL was due to: 1=Auto-IPL after power is
restored.
Repeat, if you have QPWRRSTIPL to automatically IPL after an IPL, and,
QIPLSTS says that is what happened, and you detect low battery, then power
back off. How does one detect low battery if AC is back on?
