You can activate packet rules while TCP/IP is up and running. I would keep a
console terminal handy (i.e. NOT connected via TCP/IP).
The "RMVTCPTBL *IPFTR" command will deactivate IP filter rules. Comes in
handy when you make your packet rules a little too tight. That is also where
the console terminal comes in handy! Been there, done that!

I am planning to create a packet rule to restrict particular ip address.
Using bellow.
In iSeries™ Navigator, select your server ––> Network ––> IP policies ––>
Packet rules.
My question is does this require TCP service should be bring down prior to
the rule activation?
Any idea on this rules createion/modification?
