Look at a Linux /etc/shadow - you can embed the Salt directly into the
Password String. IBM probably does this too. (I know Windows does.).

This is why you usually use salted hashes for passwords - to make this
attack much more difficult.

Yes, but since this API exists to move password between systems, the
salt can't be system specific, and thus, this kind of attack is
possible.

Now, if IBM was to add a system value called QPWDSALT and you would
simply set the salt on all your machines to be the same this would at
least limit the attack to a dictionary generated on one of your machines
(or at least a machine w/your salt). However, I don't think that is
worth the time.
